I found many lists of basic English words, one of them is compiled by Charles Ogden in 1930 and it is here. His concepts are described here. The page says that:
If one were to take the 25,000 word Oxford Pocket English Dictionary and take away the redundancies of our rich language and eliminate the words that can be made by putting together simpler words, we find that 90% of the concepts in that dictionary can be achieved with 850 words.
I would say, well, OK - but 850 words is not the same as 850 concepts, when he says "train", does he mean a railway vehicle or act of training (exercising)? Also, can anybody make a learnable list of all possible uses of words like "let" or "take"? How about phrasal verbs? Still, this list is better than nothing as a starting point, so I tagged most words from his list for learning:
